Civil Service was first introduced and implemented in 1883 by US Congress to ensure the best qualified persons were employed by government entities and to deter employment based on political affiliation and patronage. California Government Code Section 31100-31117 provides for counties to enable a Civil Service System.
In 1962 Mendocino County voters adopted a Civil Service System for County employment. This system operates on the principles of merit, ensuring fair recruitment, selection, and promotion practices based on an individual’s abilities. It further provides equitable and adequate compensation, employee training as needed, retention based on performance adequacy, prohibition of discrimination, and impartial treatment across all personnel operations. Additionally, it shields employees from partisan coercion.
The 5-member Civil Service Commission is appointed by the Board of Supervisors with a Commissioner representing each of the 5 supervisorial districts. The Commission’s responsibilities encompass oversight of the County's personnel system, including classification, recruitment and examination procedures, seniority and layoff protocols, and hears appeals of application disqualifications, examinations, and disciplinary actions.
