NEW APPLICATIONS (Phase 3)

Phase 3 applications opened March 1, 2022. Phase 3 applications are currently being accepted by the Mendocino County Cannabis Department via Accela.

The submission of the application through Accela and the assigned license number does not allow you to cultivate until all County and State licenses have been acquired.

There is an application fee of $2,984.00 that includes the pre-site inspection.

Preapplication Conference

Before applying, an applicant is welcome to schedule a Preapplication Conference.  This conference offers the following benefits:

  • A preliminary determination as to the eligibility of a parcel to participate in commercial cannabis cultivation. Cannabis Cultivation Business License ("CCBL") applications on ineligible parcels will be denied with no refund of the cannabis application fee.
  • Guidance on acquiring the appropriate documents from State and County agencies to encompass all permitting needs.
  • Determination of completeness of cannabis application materials. Incomplete cannabis cultivation applications may be denied with no refund.
  • Guidance on completing forms from the Cannabis Department.
  • General information about the Cannabis permit process, any additional permits that may be required, and development issues and requirements.

In order to schedule a Preapplication Conference, you will need to complete the Preapplication Conference application and turn it into the Cannabis Department along with a fee of $372.00.

Parcel Information

"Legal parcel" or "Parcel" means a lot of real property which was created pursuant to the Subdivision Map Act or for which an application for subdivision was on file with the Department of Planning and Building Services prior to January 1, 2016, or for which a certificate of compliance was recognized and recorded prior to January 1, 2016; provided, however, for real property within industrial zoning districts, subdivisions or certificates of compliance may be recognized and recorded after January 1, 2016.

Cultivation Zoning

Cannabis cultivation sites are permissible on only certain property zonings in Mendocino County. Please check your zoning to the table below:

If your site is in one of the following zones, you CANNOT cultivate commercial cannabis.
No cultivation in:
- RL: Rangeland
- FL: Forest Land
- TP: Timber Production
