Industrial Hemp

California requirements for industrial hemp cultivation can be found in Division 24 of the California Food and Agricultural Code (FAC) and in Title 3 of the California Code of Regulations (CCR). It is important to understand the cultivation requirements outlined in laws and regulations. Information is available from the California Department of Food and Agriculture (CDFA) website at:

In accordance with FAC Sections 81003 and 81004 and CCR Section 4901, industrial hemp growers and breeders are required to register with the county agricultural commissioner prior to planting. Mendocino County Ordinance Chapter 10A.18 places additional restrictions on industrial hemp cultivation above state requirements:

Mendocino County Ordinance is a pilot program to run two years. The program requires a license to cultivate industrial hemp in Mendocino County. The county is in the process of developing this plan. The ordinance allows plantings of hemp for the growing season of 2021. Hemp production for nursery, seed or research will not be part of the current pilot program.

The window to submit applications for Industrial Hemp cultivation will be open from February 1, 2022 through April 30, 2022 at 5:00 PM. Find all applications and Industrial Hemp information at

There will be a mandatory meeting for all applicants that wish to grow Industrial Hemp on February 16 and 17, 2022. Times will be announced on our website.
