RENEWAL APPLICATIONS
Cannabis Cultivation Business License ("CCBL") holders will be notified it is time to renew their CCBL license at 90/60/30 days prior to their current CCBL expiring. CCBL holders should log onto their Accela Citizen Portal to start the renewal process after receiving this renewal notification.
There is a renewal application fee of $1,658.00 that includes the renewal inspection. Changes to the site plan on file will result in an additional modification fee of $806.00.

RENEWAL INSPECTIONS
The Department will be using the below CCBL Renewal Quality Control for Inspections:
- A physical site inspection must be conducted at least every 5 years
- At least 5% of all in program applications and CCBLs will be randomly selected for a priority inspection annually.
- Factors utilized to determine whether renewal or random inspections will be physical or remote may include:
- Does the CCBL have a confirmed deviation between submitted site plan and aerial imagery and/or history of non-compliance with the Department or other regulatory agencies?
- If viewed remotely does the CCBL location appear to be consistent with the most current site plan on file?
5-YEAR RENEWALS AND TIERING
The new proposed streamline to Mendocino County Code 10.A.17 ordinance went in front of the Board of Supervisors ("BOS") for first reading, discussion, and approval on January 23, 2024. The second reading was scheduled as a consent item for the February 6, 2024, BOS meeting. The new proposed ordinance went into effect on March 8, 2024.
Per 10A.17.100 (E), CCBL’s shall remain valid for one five (5) years from the date of issuance, subject to any enforcement action or other action that may result in earlier suspension or termination. 10A.17.100 (H) further clarifies all CCBLs issued prior to December 31, 2024, the Department may provide those CCBLs with an expiration date of less than five (5) years to stagger the expiration dates of issued CCBLs in order to control the workflow of future renewals. The Department shall only issue an expiration date of less than five (5) years once per CCBL.
In an effort to control the workflow of future renewals and ensure an equal workload by year during rollout, the department has come up with the below tiered system per CCBL. Please note applicants may have qualified for more than one tier, if so, the department may have adjusted individual CCBLs in an effort to evenly distribute the workload, giving longer tier priority to equity applicants.

Tier 1 (renew 2025) - CCBLs without an active DCC license (including Phase 3) and all relocations with an unmet compliance plan.
Tier 2 (renew 2026) - CCBLs under review or issued only once (never renewed) that have an unmet compliance plan and did not submit an appendix G.
Tier 3 (renew 2027) – Any remaining CCBLs not meeting conditions of tiers 1,2,4 or 5.
Tier 4 (renew 2028) – Any Remaining CCBLs w/o compliance plan.
Tier 5 (renew 2029) – CCBL’s with active DCC, no compliance Plan, have renewed at least once or first renewal currently under review.
